CRS has been position as a potential hub for oil & gas production:one of many achievements of Prince Ntui Ogar as Director of hydrocarbon & solid mineral development agency as he clocks 1 year in office

Through the exemplary leadership of the Governor of Cross River State, Sen. Prince Bassey Otu, there has been an immeasurable transformation in all sectors of the state’s aesthetics and economic growth
This, he has shown through an impeccable leadership judgement views with tremendous capacity by the appointment of Hon Prince Ntui Ogar on the 23rd August, 2023, as Director-General of the Hydrocarbon and Solid Mineral Development Agency with the aim to drive the development in this strategic sector. The primary purpose of the agency is to champion the course of explorations and exploitations of the various mineral deposits and energy resources on behalf of the Cross River State government.
Since his appointment as DG of the agency, Prince Ntui Ogar attracted a formidable consultant, White Page International Concepts, to achieve the purpose through strategic partnership with the agency, as team work is key in research and development. In line with the attainment of the set goals in oil and gas, the State Governor also approved the establishment of Cross-Page Energy Limited as a special purpose vehicle to coordinate this sector.
Prince Ogar’s strategic initiative has laid a solid foundation for the state’s economic growth, particularly in the hydrocarbon sector.by establishing a robust geological framework and spearheading exploration activities, he has positioned Cross River State as a potential hub for oil and gas production.


With the establishment of the Special Purpose Vehicle, CROSS-PAGE ENERGY exemplifies his proactive approach to sustainable development in the hydrocarbon sector, fostering community engagement and inclusive growth. In addition to his achievements in the hydrocarbon sector, Prince Ogar has made significant strides in solid minerals development. By establishing exploration sites and empowering local communities to participate in mining activities, he has paved the way for inclusive economic growth and the empowerment of indigenous populations.
Other projects already designed to take off include the construction of modular refineries, an LNG plant, and a Natural Gas Processing complex in distributed parts of the state for the production of LPG, CNG, NGL, and other marketable natural gas liquids. The Success of these projects would be a landmark achievement in the country, making it the first time a Nigerian State Government will collaborates with private investors to establish a gas processing complex and an LNG plant to boost the economy of the state.
In the aspects of solid mineral development, Prince Ogar and his team have already designed activities involving the establishment of processing plants for solid minerals. It’s no news that the state is blessed with rich solid mineral resources including the much sorted for lithium (spodumene, amblygonite, pertite, lepidolite varieties), manganese, barite, magnetite, hematite, lead-Zinc, muscovite, feldspars, gold and other minerals of gem quality, (including amethyst, tourmaline, beryl, moganite, etc) as well as industrial minerals such as limestone, tantalite, dolomite, clays, glass sands and construction aggregates.
Furthermore, Prince Ogar’s efforts to engage with investors and secure applications for oil blocs from the Nigerian National Petroleum Company Limited (NNPCL) demonstrate his commitment to advancing the state’s interests and forging strategic partnerships for mutual benefit.
His emphasis on Environmental Impact Assessments (EIA) and proactive measures to address environmental concerns underscore his dedication to sustainability and community welfare.
Series of engagements have begun with international investors to off-take already processed solid minerals from the state and these efforts will not only bring foreign direct investments, but also engage youths and women in our local communities thereby improving their house hold incomes cum economic outlook. We are indeed blessed to have leadership with a difference at a time like this in Cross River State.
The application of oil blocks has been submitted, and the ministry has researched and initiated exploration activities, holding several meetings with the Nigeria National Petroleum Corporation NNPC and other critical stakeholders to align their efforts and ensure a smooth process.
The state government has also made arrangements to build Cross mega stations in the north, central, and southern zones of the state as pilot projects , and these projects will further create employment opportunities, and this also will bring about a drastic reduction of fuel scarcity prevalent in most parts of the country.
As a state with vast oil and solid minerals deposits, it is pertinent to train indigenes of the state in mining, and in the oil and gas know- how, as this will prepare them as requisite man-power for these projects. It is for this reason and many more that the agency, in collaboration with the state government is poised on the establishment of Geological Institute of Research and Development in Hydrocarbon and Solid minerals in the state.
In order to create a friendly environment for these litany of projects, the agency will be setting up camps in operational areas in the North, central, and southern parts of the state to coordinate with the indigenes on the oil and gas communities in order to avoid militancy in the state…..
